Water definitely needs to sheet off the yurt wall cover. Regardless of source, water should not be allowed to pool anywhere on the yurt, in the yurt, or under the yurt. The drier the better.

IMO a yurt left unattended for weeks on end in a constantly wet coastal climate is likely to mold really bad.

Contact the yurt companies and see if there's an employee that does side work. They might recommend a carpenter or know someone that could build you a dome.
