Default Frost Heave

I am planning on building a yurt in western Oregon this fall. My intention is for the yurt to be in the same location for about five years then moved (so it must be portable/not permanent). I am concerned about frost heave. The weather is fairly mild, but the frost line is 2-2.5'. I am thinking of digging holes for the pier blocks that deep, putting the blocks in the hole and filling in with gravel. I am wondering if anyone thinks this would be a good or bad idea, and if there are any thoughts on if I should put the gravel in first and the pier blocks on top on grade?
